If you really want a server, you need one thing, Money. A proper server (ie XEON) can get pretty expensive. Although I think what you want is a web hosting not a dedicated server. What exactly do you want this for? Your personal webpage (with your own doman name) or do you really need a dedicated server (for business etc.).
